As the Head of Technology Planning, you will oversee and optimise the Technology Delivery Plan to maximise value at minimum cost. Your primary focus will be to work with Technology Leadership Team to orchestrate the technology delivery roadmap, ensure alignment with Primark Transformation plans and drive delivery governance and compliance whilst providing insights and recommendations to senior leaders and stakeholders for decision-making.
You will play a critical role in managing capacity demand and supply, driving overall outcomes, embedding new ways of working and instilling good practice delivery management. This role requires strong strategic planning, change management, and communication skills, including a strong focus on customer and colleague experience.

What You’ll Do as Head of Technology Planning
We want you to feel challenged and inspired. Here, you’ll develop your skills across a range of responsibilities:
- Provide oversight to large-scale technology transformation & programme initiatives, ensuring alignment with Primark goals and objectives.
- Run the overall Technology Delivery Plan, ensuring that we have a single plan that captures all interdependencies and is aligned to the business transformation plan.
- Ensure all initiatives that affects the business are appropriately controlled and governed, seamlessly implemented and delivered at the right quality.
- Oversee evaluation of technology investments, budgets tracking, monitoring initiatives/ portfolio health, driving visibility, validating viability based on constraints (resources, capacity, budget) and implementing strategies.
- Lead the delivery management discipline, owning the provision of programme, project and business analyst resourcing
- Develop and execute comprehensive technology transformation strategies, including change management plans, to drive successful organisational change.
- Be a key leadership voice, connecting with the business EPMO, to champion the best way to implement programmes/projects, helping shape our plan.
- Collaborate across Technology and partner organisations to ensure initiatives are well serviced to meet our committed outcomes.
- Lead the delivery governance process, sequencing and tracking roadmap progress towards outcomes and reporting on progress, driving consistency in ways of working in the process
- Prepare and present regular performance reports to senior management, stakeholders, and technology teams, providing insights, trends, and recommendations optimisation.
- Own the Strategy to Portfolio demand process and actively manage complex demand, dependencies between initiatives and deliver roadmaps, coordinating both technology and business change
- Work closely with teams, including partners, to allocate resources effectively, balancing workload and skill requirements across multiple initiatives, including management of Vendor/ SI (within portfolio / product) partner relationships (and resource supply & demand, sharing capacity views transparently).
- Manage vendor relationships related to resourcing needs such as Primark outsourcing partnerships or contract negotiations for specialised resources when required.
- Establish and monitor performance metrics, track project progress, identify areas for improvement, and report on portfolio performance to senior management
What You’ll Bring
- A minimum of 8-10 years of experience in project delivery, and/or portfolio management, with at least 3-5 years in a leadership or senior management role overseeing portfolio delivery
- Proven track record in shaping, orchestrating and overseeing execution of large-scale strategic plans across business functions, preferably at a global organization
- Strong knowledge and understanding of multiple delivery methodologies including waterfall, lean portfolio management, agile project management methodologies, tools, and best practices. Experience with agile at scale is desirable
- Experience of building teams, capabilities and increasing their maturity
- Bachelor's degree in a relevant field (such as business administration, project management, or engineering). A master's degree or relevant certifications (Scaled Agile) would be advantageous.
- Excellent leader and trusted advisor with extensive experience of developing senior business relationships and shaping and underpinning business strategies through investment in User/Customer experience and digital and associated culture change - excellent communicator and influencer.
- Ability to align project objectives with the organization's strategic goals, making informed decisions that drive business value.
- Strong analytical and problem-solving skills, with the ability to identify risks, devise solutions, and make decisions in a timely manner.
- Proven experience in building and managing relationships with senior executives, clients, and project sponsors.
- A collaborative enterprise-wide thinker who’s accustomed to designing and embedding change in large-scale services, putting customers at the heart of plans to deliver required outcomes.
- Demonstrated ability in developing a culture that embraces innovation, and challenges existing paradigms without compromising business performance
